Awaab's Law is being rolled out in three phases. Phase 1 - damp and mould plus emergencies - has been live since 27 October 2025. Government has committed to adding most other HHSRS hazards in 2026, and the rest in 2027.
2026
Planned Phase 2
Government has committed to extending the same statutory clocks to six more hazard classes during 2026.
- Excess cold and excess heat
- Falls (stairs, baths, and level surfaces)
- Structural collapse
- Fire
- Electrical hazards and explosions
- Hygiene (food safety and pests)
2027
Planned Phase 3
The final stage - every remaining household hazard on the official government list (the Housing Health and Safety Rating System, or HHSRS) brought under the same deadlines.
- All remaining HHSRS hazards except overcrowding
The practical read
If you only have a plan for damp and mould today, you have 18–30 months to apply the same way of working to every other hazard: investigate on time, put findings in writing, and keep records you could show an inspector. The tools that handle damp and mould carry over well - alerts, deadline tracking, and evidence on file.
